Invitation to Bid - Annual Road Construction Work, Contract 2018-ARCW
Invitation to Bid

The Bellingham DPW, Blackstone DPW, Hopedale Highway Department, and Millville Highway Department request that bids be submitted for 2018 Annual Road Construction Work, Contract 2018-ARCW.

Bids must be received by March 1, 2018 at 2:00 PM at the Office of the Bellingham Town Clerk, Bellingham Municipal Center, 10 Mechanic Street, Bellingham, MA 02019 at which time they will be opened and read aloud.

Work will include performing various road construction work items such as:
Hot Mix Asphalt paving
Milling, Reclamation & pulverization
Sand and chip sealing
Asphalt-rubber surface treatment
Hot & cold in place recycling
Roadway construction and reconstruction
Curbing and sidewalk construction and reconstruction
Appurtenant work.
Contract documents will be available after 1:00 PM January 24, 2018:
  • At the DPW office 26 Blackstone Street (open 7:00 am and 3:30 pm Monday through Friday).  There is no deposit required for bid documents picked up at the DPW office.  Bid documents will be mailed to prospective bidders for a prepaid fee of $25.00.  Electronically by emailing a request to the DPW clerk:

All work and materials must comply with the latest editions of the Mass Department of Transportation (MassDOT) highway division formerly Mass Highway Department (MHD) standard specifications for highways and bridges.  

MassDOT prequalification is required for some items on this project.  If over $50,000, work will only be ordered from firms that are on the MassDOT prequalification list under the specific classification and for the estimated quantity.  Generally, bids will not be accepted from firms that are not prequalified per MassDOT for $100,000 for Resurfacing.

No bid bond is required for submittal of bids.  Contractors awarded work will be required to submit 50% payment bond for all work ordered.

Firms must be able to supply insurance certificates indicating coverage with general liability limits of $2,000,000, and automobile limits of $1,000,000.00 for each occurrence and aggregate and mandatory worker’s compensation insurance with a $500,000 limit of employers’ liability, and sign an indemnity agreement prior to award of work under this bid.

All labor performing work on this contract must be paid in accordance with the, commonwealth of Massachusetts approved wage scales.  Certified payrolls must be provided to the town for all work performed.
